테크캡슐이 기획·제작한 다큐멘터리 〈움직이는 회관〉은 폐관 후 10여 년간 방치된 군산시민문화회관이 다시 문을 여는 과정을 따라간 작품이다. 1989년 건축가 김중업의 설계로 개관한 이 회관은 군산예술의전당의 등장과 재정 악화로 문을 닫았다가, 민관협력(PPP) 방식의 새로운 시도로 재개관을 추진하게 된다. 영상은 리모델링 건축가의 보존과 변형 사이의 고민, 민간 운영자의 실험, 지역 상인과 시의회의 갈등, 건축자산 지정을 둘러싼 논의까지 — 각 주체들의 설득과 충돌이 교차하는 과정을 가감 없이 담았다. 1980~90년대 정부 주도로 전국에 만들어진 시민문화회관들이 시대의 변화 속에서 운명의 기로에 선 지금, 공공 문화시설의 새로운 공공성은 누가, 어떻게 만들어가는가를 묻는 다큐멘터리다.

The Moving Hall is a documentary planned and produced by TechCapsule, following the journey of the Gunsan Citizens' Cultural Centre as it reopens after more than a decade of abandonment. Designed by architect Kim Chung-up and inaugurated in 1989, the centre closed due to the opening of the Gunsan Arts Centre and fiscal strain. It was eventually slated for reopening through a new Public-Private Partnership (PPP) approach. The film candidly captures the intersecting tensions: the renovation architect's deliberation between preservation and transformation, the private operator's experiments, conflicts with local merchants and the city council, and debates around heritage designation. At a time when civic cultural centres built nationwide under government policy in the 1980s–90s stand at a crossroads, the documentary asks who creates the new publicness of public cultural facilities, and how. Screened at the 17th Seoul International Architecture Film Festival.
